Exponential, full jitter

The same ceiling, but each job draws its own wait underneath it. The schedule below is one recorded draw, not a fresh random on every page load: a drawing that changes when you reload is not a drawing.

When a shared dependency comes back, everything that failed against it is holding the same schedule and returns in the same millisecond. Full jitter breaks that by drawing uniformly between zero and the wait the policy would have used, so the queue arrives spread out across the interval instead of stacked on its edge.

The ceiling is unchanged. Only the draw underneath it moves, which is why the bars below still fit inside the exponential ones.
